ESIC (Employee State Insurance Corporation) is a multinational social system created by the law under the Indian Ministry of Labour and Employment.
This scheme is started for Indian workers and immediate dependent or family covered under the scheme in order to provide protection against physical distress due to sickness, temporary or permanent disablement etc. by the means of medical, monetary and other benefits such as monthly pension, etc.
As per Section 1(5) of the Employee State Insurance Act, following entities are liable for registration where employing 10* or more persons :
Shops
Hotels
Restaurants
Cinemas including preview theatres
Road-motor transport undertakings
Newspaper establishments
Establishments engaged in Insurance Business
Non Banking Financial Companies
Port Trust, Airport Authorities
Warehousing establishments
Private Medical Institutions, Educational institutions and Municipal Corporation/Municipal Bodies

Yes, it is the statutory responsibility of the employer under Section 2A of the Act read with Regulation 10-B, to register their Factory/ Establishment under the ESI Act within 15 days from the date of its applicability.
No, Once a factory or an Establishment is covered under the Act, it continues to be covered notwithstanding the fact that the number of eligible employees employed therein falls below the required limit.
Contribution shall be paid in respect of an employee by way of ESIC Return within 15 days from the end of wage period.
For ESI compliance, the employer has to maintain following records :
Muster roll, wage record and books of Account maintained under other laws
Accident Register in new Form-11
An inspection book
The immediate employer is also required to maintain the Employees’ Register for the employees deployed to the principal employer
